Not all Plovers Are Created Equal

Does anybody else wonder why the USFWS and NPS spent hundereds of thousands of our dollars to close Cape Point a while ago for the protection of a few plovers when they had "birds to burn" from excess quota.

Or maybe our Plovers are just plain "Special"?
